Problems with Microsoft Word's Spell Checker

In the one instance we've seen this problem, language is set to no proofing and cannot be changed permanently to English. 

FIX:

By changing our keyboard settings to a different type of keyboard and then to English, we were able to permanently change the language setting to English. That allowed spell check to work.  (THANKS JIM!)
